Procedures for Registration to Participate in the Implementation of Science and Technology Tasks Funded or Commissioned by the Ministry of Science and Technology

      To participate in the implementation of science and technology tasks, organizations and enterprises are required to complete the registration procedures in accordance with applicable laws. What documents are required for registration, what is the applicable procedure, and which authority is competent to receive and process the application? LEGAL BASIS:

  • Law on Science, Technology and Innovation No. 93/2025/QH15 dated June 27, 2025, promulgated by the National Assembly;
  • Decree No. 262/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of certain provisions of the Law on Science, Technology and Innovation regarding information, statistics, assessment, digital transformation and general matters;
  • Decree No. 267/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of certain provisions of the Law on Science, Technology and Innovation regarding programs, science, technology and innovation tasks, and certain measures to promote scientific research, technology development and innovation activities;
  • Circular No. 24/2025/TT-BKHCN dated October 30, 2025, of the Minister of Science and Technology promulgating the Classification Table of Science and Technology Fields;
  • Circular No. 36/2025/TT-BKHCN dated November 26, 2025, of the Minister of Science and Technology prescribing the framework for formulation, appraisal and management of science, technology and innovation programs; consideration of funding and commissioning, contract signing, implementation and evaluation of science, technology and innovation tasks;
  • Circular No. 44/2025/TT-BKHCN dated November 30, 2025, of the Minister of Science and Technology prescribing the management of science and technology tasks funded or commissioned by the Ministry of Science and Technology;
  • Other relevant legal documents currently in force.

Under current regulations, organizations and enterprises (hereinafter referred to as “organizations”) wishing to participate in the implementation of science, technology and innovation tasks commissioned or funded by state authorities must satisfy the conditions prescribed in Decree No. 267/2025/ND-CP and comply with the task management regulations under Circular No. 44/2025/TT-BKHCN

REGISTRATION CONDITIONS:

Pursuant to Article 5 of Decree No. 267/2025/ND-CP, an organization must satisfy the following conditions:

  • Have legal status;
  • Have appropriate capacity and experience;
  • Have functions, duties or fields of operation relevant to the research field of the task;
  • Not be subject to any case in which an overdue task has not yet had its final-period evaluation/acceptance dossier unpaid;
  • Have no outstanding funding amount subject to recovery from a state-budget-funded thar remains unpaid;
  • Not be within the period of restriction resulting from suspension from implementing a task due to violations of law;
  • Not be subject to suspension of operations or any other cases of violation as prescribed by law.

REGISTRATION DOSSIER:

For tasks funded by the Ministry of Science and Technology, the dossier is prescribed under Article 11 of Decree No. 267/2025/ND-CP and Article 7 of Circular No. 44/2025/TT-BKHCN, including:

  • Application for registration as the organization in charge of implementing the task – Form BM-03;
  • Task description – Form BM-04
  • Scientific curricula vitae of the task leader and research team members – Form BM-06;
  • Information on the Institute’s capacity and facilities – Form BM-07;
  • Documents evidencing counterpart funding or non-state-budget resources, where required by the task;
  • Written commitments regarding coordination, testing, receipt, application or commercialization of results,, where applicable;
  • Documents evidencing rights to use technologies, data, intellectual property, laboratories, testing facilities, equipment and other relevant professional documents;
  • Other documents as specifically required in each funding or commissioning notice.

REGISTRATION PROCEDURE:

In practice, the procedure is carried out in accordance with each funding or commissioning notice issued by the Ministry of Science and Technology/National Foundation for Science and Technology Development:

Step 1: Monitor the list, funding plan or task commissioning notice for tasks relevant to the organization’s intended field of participation.

Step 2: The Institute selects an appropriate task and identifies the task leader, research team and coordinating entities.

Step 3: Prepare the registration dossier using the applicable forms.

Step 4: Submit the dossier through the Online Management System for Science, Technology and Innovation Tasks (STM). Depending on the relevant notice, the dossier may be digitally signed and submitted online or additionally submitted in hard copy.

Step 5: The Fund/competent managing authority reviews the validity of the dossier. Under Circular No. 44/2025/TT-BKHCN, the applicant shall be notified whether the dossier is valid or invalid within 10 days form the deadline for receipt of applications.

Step 6: A valid dossier shall be submitted to the Council for consideration of funding/commissioning for assessment of its scientific merit, novelty, applicability, capacity of the lead organization and task leader, and feasibility.

Step 7: The organization provides explanations and finalizes the task description and budget in accordance with the Council’s comments.

Step 8: Funding appraisal => task approval => signing of the Task Assignment Contract with the lead organization.
