Fertilizer classification

Before going into specific steps in the import procedure, we must clearly understand which groups fertilizers are classified into, because each group of fertilizers will have different import procedures and procedures.

Group 1: Only applying for an import permit (valid for 1 year and must register for import quota).

The fertilizers in this group include:

Imported fertilizers for testing;

• Fertilizers for sports fields, amusement parks;
• Fertilizers used in foreign projects in Vietnam;
• Fertilizers to participate in fairs and exhibitions;
• Fertilizers for scientific research; Fertilizers temporarily imported for re-export;
• Fertilizers as gifts; making samples;
• Fertilizers as raw materials for the production of other fertilizers.

Group 2: Required for an additional certificate of circulation of fertilizers (valid for 5 years and unlimited imported quantities)

Recognition of circulation of fertilizers is a mandatory document that enterprises must apply for if fertilizers are imported for business and this group includes all other fertilizers. However, not all fertilizers can apply for recognition of circulation immediately, but some must be tested before they can apply for recognition of circulation of fertilizers.

• Fertilizers without testing:

According to the regulations, there are many criteria, but simply the fertilizers of the line: Traditional organic fertilizers, single fertilizers will not need to be tested when imported.

• Fertilizers that need to be tested:

All other fertilizers such as NPK, micro-organisms, organic fertilizers with trace elements, etc. must be tested.

 Applying for Import License

Client need to prepare:

• Foreign language version enclosed with a Vietnamese translation certified by the translation agency on the composition of the content of nutrients, uses, instructions for use, safety warnings and limiting factors of fertilizers ;
• A valid copy or a copy (bring the original for comparison), enclosed with a Vietnamese translation certified by the translation agency, of the Certificate of Free Sale (CFS) issued by the exporting country. export level;
• In case of importing fertilizers for sports fields, amusement parks or fertilizers used in foreign projects in Vietnam, add a valid copy or a copy (bring the original for comparison). ) Investment certificate or written approval of investment program or project issued by a competent state agency or written approval of the program or project approved by the enterprise in accordance with law;
• In case of importing fertilizers to participate in fairs and exhibitions in Vietnam, a written certification or invitation to participate in fairs and exhibitions in Vietnam must be added;
• In case of import of fertilizers temporarily imported for re-export, add the original or a certified true copy of the import contract, export contract or processing contract with a foreign partner.

Competent authority: Plant Protection Department

Time: 01-02 months

Validity: It is allowed to import for the purposes of group 1. The period is 1 year and the quantity is limited at registration

Applying for approval of fertilizer circulation

Client need to prepare:

• Certificate of Free Sale (CFS) of the fertilizer intended to be imported.
• General information sheet on fertilizer composition.
• Report on fertilizer testing results.
• Fertilizer label template.

Competent authority: Plant Protection Department

Time: 02 – 03 months

Validity: Allowed to import for business within 05 years and unlimited quantity. Before the expiration of 03 months, it is necessary to renew it.
