WHAT IS A FIRE PREVENTION AND FIREFIGHTING LICENSE?

A Fire Prevention and Firefighting (FPF) License  is a legal document issued by a competent police authority to establishments and enterprises that satisfy the required fire safety conditions. The FPF License is one of the common types of sub-licenses and is mandatory for individuals and organizations conducting business in sectors subject to fire prevention and firefighting requirements.

LEGAL BASIS

  • Law on Fire Prevention and Fighting, Rescue and Salvage 2024;
  • Decree No. 105/2025/ND-CP dated May 15, 2025, providing detailed regulations and guidance on the Law on Fire Prevention, Firefighting, Rescue and Salvage.

ESTABLISHMENT SUBJECT TO FIRE PREVENTION AND FIREFIGHTING MANAGEMENT: Pursuant to Appendix I of Decree No. 105/2025/ND-CP.

APPLICATION DOSSIER FOR A FPF LICENSE:

  • A copy of ERC or IRC;
  • Design documents for the fire prevention and firefighting system, including the overall site plan, warehouse layout, locations of fire alarm and firefighting equipment, emergency exits, water sources, fire extinguishers, and pump stations. These drawings must be prepared by an entity qualified to design fire prevention and firefighting systems;
  • Inspection certificates for fire prevention and firefighting equipment, demonstrating that equipment such as fire extinguishers, smoke detectors, water pumps, and sprinkler systems has been inspected and meets applicable safety standards;
  • A firefighting, rescue and salvage plan approved by the competent authority;
  • Construction cost estimates for works involving renovation or changes in the intended use of the facility (if any).

PROCEDURES FOR APPLYING FOR A FPF LICENSE

Step 1: Prepare one (01) complete set of the application dossier for a FPF License as specified above.

Step 2: The application dossier is submitted directly to the Fire Prevention, Firefighting and Rescue Police Division under the Provincial/municipal Police Department, via the online Public Service Portal, or by post.

Step 3: The competent authority examines the validity of the application dossier and conducts an one-site inspection of the fire safety conditions at the establishment.

Step 4: The applicant receives the License upon satisfying all applicable requirements.

COMPETENT AUTHORITY: The Fire Prevention, Firefighting and Rescue Police Division under the Provincial/municipal Police Department.
