Dossier
Dossiers of land allocation or lease not through auction of land use rights in cases falling under the competence of land allocation or leasing of the People’s Committee of the province or centrally run city
Applicants for land allocation or land lease shall submit 01 set of dossiers for projects that must submit to competent state agencies for approval or must issue investment certificates including:
- Application for land allocation and land lease
- A copy of the investment certificate or written approval of investment together with a explanation of the investment project.
- Written assessment of land use needs; assessing conditions for land allocation and leasing established when issuing investment certificates or appraising investment projects or approving projects;
- Extracts of cadastral maps or extracts of cadastral measurements of land areas
Applicants for land allocation or lease shall submit 01 set of dossiers for projects that do not have to submit to competent state agencies for consideration; the project does not have to issue an investment certificate; In case of not having to set up an investment project for construction including:
- Application for land allocation and lease of land according to the form
- Extracts of cadastral maps or extracts of cadastral measurements of land areas
- A copy of the explanation of the investment project for the project is not required to be submitted to the competent state agency for approval, the project does not have to issue an investment certificate;
- A copy of the economic and technical report in case of not having to make an investment project for construction.
In case of applying for land allocation to religious establishments, there must be economic and technical reports on construction of religious works.
Dossiers of land allocation or lease not through auction of land use rights in case they fall under the competence of land allocation or leasing of people’s committees of districts, districts, towns or provincial cities

Order of implementation
Step 1:
Natural resources and environment agencies shall guide investors in making dossiers for land allocation, land lease and fulfilling financial obligations as prescribed by law; submit to the competent People’s Committees for decision on land allocation and lease; sign a land lease contract in case of land lease;
Step 2:
Persons assigned land or leased land shall pay land use levy in case of land allocation with land use levy collection or land rent payment in case of land lease;
Step 3:
Natural resources and environment agencies shall submit to competent state agencies for issuance certificates of land use rights, ownership of houses and other properties attached to land; organize land allocation in the field and award certificates to persons assigned land or lease land; directing the updating and adjustment of land databases and geopolitical records.
