Conditions

Conditions for granting the Certificate of eligibility to trade in fertilizers include:

a) Having a clear and lawful place of the transaction;

b) Having full dossiers and papers on traceability of fertilizers as prescribed;

c) Persons directly trading fertilizers must receive professional training and retraining in fertilizers under the guidance of the Ministry of Agriculture and Rural Development, unless they have obtained an intermediate or higher degree in one of the following categories: majoring in horticulture, plant protection, agrochemical soil, soil science, agronomy, chemistry, biology.

How to Make Your Own Fertilizer

The procedures

Step 1: Organizations and individuals send 01 set of dossiers to the Sub-Department of Cultivation and Plant Protection/ Agencies specialized in plant protection and quarantine assigned by the Department of Agriculture and Rural Development to carry out administrative procedures. the receiving authority).

Step 2: Answer the completeness of the profile component:

a) In case of direct submission: The application-receiving agency shall check the dossier composition and reply immediately when the organization or individual submits the dossier;

b) In case the application is submitted via postal service or through the network environment: Within no more than 02 working days, the application-receiving agency shall consider the completeness, if the dossier is incomplete as prescribed, The application-receiving agency shall return the dossier and notify the organization or individual to supplement and complete it.

Step 3: Appraisal and issue the Certificate of eligibility to trade in fertilizers

Within 10 working days from the date of receipt of a complete application, the application-receiving agency shall appraise the application’s contents. If the application is satisfactory, it shall inspect the fertilizer trading conditions at the organization or individual. and make an inspection record according to Form No. 12 in Appendix I promulgated together with Decree No. 84/2019/ND-CP.

In case the application is unsatisfactory, the application-receiving agency shall return the application and clearly state the reason for further improvement.

If the organization or individual trading in fertilizers does not meet the conditions, they must take corrective action. After the remedial work is done, a written notice shall be sent to the application-receiving agency to check the corrected contents. If the test results are satisfactory, within 03 working days from the date of completion of the inspection, the application-receiving agency shall issue the Certificate of eligibility to trade in fertilizers according to Form No. 11 in Appendix I. promulgated together with Decree No. 84/2019/ND-CP. In case of refusal to issue the Certificate of eligibility to trade in fertilizers, a written reply must be given clearly stating the reason.

The dossier

  • An application form for the Certificate of eligibility to trade in fertilizers, made according to Form No. 08 in Appendix I issued with Decree No. 84/2019/ND-CP.
  • A photocopy of the document certifying that you have received professional training in fertilizers or an intermediate diploma or higher in one of the majors in cultivation, plant protection, agro-chemistry, soil science, and soil science. , agronomy, chemistry, and biology of the person directly trading in fertilizers as prescribed at Point c, Clause 2, Article 42 of the Law on Cultivation.

Time

13 working days (from the date of receipt of a complete dossier, excluding the time to remedy if any of the organization or individual).
