– Circular 03/2017/TT-NHNN amendments to the circular no. 16/2012/TT-NHHH dated may 25, 2012 by the governor of the state bank of Vietnam guiding certain articles of the government’s decree no. 24/2012/ND-CP dated April 03, 2012, on management of gold business activities

Conditions

1. Being an enterprise established following the law and registered for the production of gold jewelry and fine art jewelry in the Certificate of Business Registration.
2. Having the necessary location, facilities, and equipment for the production of gold jewelry and fine art jewelry products as prescribed in Decree 24/2012/ND-CP on the management of gold trading activities.

The procedures

Step 1: Enterprises wishing to produce gold jewelry and fine arts shall send 01 set of dossiers as prescribed to the State bank branch in the province or city where the enterprise is headquartered.

Step 2: State Bank branches in provinces and cities consider and appraise the application.

Step 3: Within 30 working days from the date of receipt of complete and valid dossiers from the enterprise, the Director of the State Bank branch in the province or city shall issue or refuse to issue (with a written explanation clearly stating the reason) the Certificate eligible for gold jewelry production activities.

The dossier

– An application form for the Certificate of eligibility to produce gold jewelry and fine art made according to the form;

– Certificate of business registration with the registration of gold business.

– Documents or documents proving ownership or right to use the production site; a declaration of facilities and equipment in service of the production of gold fine art jewelry.

The competent authority

State Bank branches in provinces and centrally-run cities
