Registration for quarantine of imported aquatic animals and animal products

Based on the fact that the importation of animals and seafood is growing strongly, this is a commodity that is easy to carry disease and needs to be quarantined and checked for quality.

Hong Bang Law would like to send to customers the advice and guidance on the procedures for registration of quarantine of imported aquatic animals and animal products as follows:

Legal basis

  • Law on Veterinary Medicine
  • Circular No. 26/2016/TT-BNNPTNT Regulations on quarantine of aquatic animals and animal products
  • Decision No. 57/2008/QD-BNN on the promulgation of the list of marrow products permitted for production and trading.
  • Decree No. 187/2013/ND-CP detailing the implementation of the Commercial Law on international goods purchase and sale activities and activities of agency, purchase, sale, processing, and transit of goods with foreign countries in agriculture, forestry, and fisheries.
  • Circular No. 04/2015/TT-BNNPTNT guiding the implementation of some contents of Decree No. 187/2013/ND-CP.

The procedures

Step 1: The goods owner sends the quarantine registration dossier to the Department of Animal Health.

Step 2: The Department of Animal Health sends a written consent and quarantine instructions to the goods owner and the animal quarantine agency at the border gate via email (in case the goods owner registers for quarantine via the public postal service or by mail). electronically, by fax, or in-person) or sent on the National Single Window (in case of quarantine registration through the National Single Window).

In case animals and animal products from a country or territory register for import for the first time into Vietnam or from a country or territory at high risk of animal diseases, the Department of Animal Health must conduct risk analysis according to the provisions of Article 43 of the Law on Veterinary Medicine.

Individuals and units carrying out procedures can do so in person, online, or using postal services.

The dossiers

  • 01 Certificate of Quarantine Registration for the import of aquatic animals and animal products according to Form 02TS, Appendix V of Circular No. 26/2016/TT-BNNPTNT;
  • 01 copy of the Certificate of export quarantine issued by the competent authority of the exporting country, certified by the enterprise (for aquatic animals and animal products originating from countries or territories that have not there is an agreement on the form of the Certificate of Quarantine with Vietnam).
  • 01 copy of CITES License certified by the enterprise (for aquatic animals and animal products included in the List of endangered, precious, and rare wild animals and plants as prescribed by Vietnamese law) or CITES provisions).
  • 01 copy of the Fisheries Import License issued by the Directorate of Fisheries with the enterprise’s certification (for aquatic animals used for breeding that are not included in the List of aquatic breeds permitted for production and trading initially. promulgated together with Decision No. 57/2008/QD-BNN dated May 2, 2008, of the Ministry of Agriculture and Rural Development; aquatic animals used for food that is not included in the List of live aquatic species allowed to be imported. imported for food, issued together with the Circular No. 04/2015/TT-BNNPTNT dated February 12, 2015, of the Ministry of Agriculture and Rural Development).
