Temporary residence location is a place where a citizen resides outside the place of permanent residence registration and has registered his/her temporary residence. It can be understood that this is a temporary and definite-term residence outside the permanent residence of the citizen. Temporary residence registration means that a citizen registers his/her temporary residence with a competent State agency and has this authority carry out the procedures for temporary residence registration and issue a temporary residence book (Clause 1, Article 30 of the 2006 Law on Residence).
The temporary residence registration will help state agencies manage the living status of the citizens, contributing to ensuring security and social order. At the same time, the registration of temporary residence is not only an obligation but also a citizen’s right to make certain procedures more convenient; for example, buying a house, investing in real estate, registering to own a motorbike, car, registering a business, sending children to school, taking out a loan, raising capital from a bank, etc.
When to apply for temporary residence?
According to Clause 2, Article 30 of the 2006 Law on Residence, a person who is living, working or studying at a location in a commune, ward or township but is not eligible for permanent residence registration in that locality shall, within 30 days from the date of arrival must register for temporary residence at the police station of the commune, ward or township.
In case that person has registered for temporary residence but does not live, work or study at the place where his/her temporary residence is registered, his/her name will be deleted from the temporary residence registration book.
The latest temporary residence registration procedure
Step 1: Prepare dossiers for temporary residence registration
The dossiers shall include:
- Demographic declaration (form HK01);
- Notice of change of household registration (form HK02);
- Documents proving lawful residence (unless the head of household who has a household registration book or a temporary residence book agrees to register for temporary residence, there is no need to present documents on residence).
In case of renting, borrowing or staying at lawful accommodation, when registering for temporary residence, consent for the registration of temporary residence of the lessor must be obtained at the notice of change of household registration or demographics, with his/her signature, full name and date, month, year to be fulfilled.
- Present the identity card or a paper certified by the police of the commune, ward or township where the person registers his/her permanent residence.
Step 2: Submit the application
Citizens submit the dossiers at the police station of the commune, ward or township where they temporarily reside. The officer receiving the dossier compares with the provisions of the law on residence:
- If the application is complete and valid, a receipt shall be provided to the applicant.
- In case the application is qualified but lacks the required components, or the declaration forms and papers are incorrect or incomplete, the receiving officer shall guide the person to submit the application.
- In case the dossier is not eligible, it will not be received and reply in writing to the citizen, clearly stating the reason for not receiving.
Step 3: Receiving the results
- In case the temporary residence registration is handled: Pay the state fee and receive the temporary residence book.
Note: Carefully check all the information recorded in the temporary residence book and sign it in the household registration book (sign, specify the full name and date of receipt of the results).
- In case the temporary residence registration is not resolved: Receive back the submitted documents; re-examine papers and documents contained in the dossier; receive a document on the non-settlement of temporary residence registration and sign it in the household registration monitoring book.

Time for implementation
- Within 02 working days from the date of submission of complete dossiers, citizens will be registered for temporary residence and granted temporary residence books.
State fees
- According to the regulations of the People’s Council of the province (Point a, Clause 2 of Article 5 under Circular No. 250/2016/TT-BTC).
