Procedures for importing products for scientific research

Legal basis

Decision 31/2019/QD-TTg stipulating the import of goods on the List of used information technology products banned from import for scientific research and for processing and repairing goods. on the List of used information technology products banned from import for foreign traders for overseas consumption promulgated by the Prime Minister.

The dossier

  • The trader’s written commitment and request for permission to import goods on the list of used information technology products banned from import for scientific research, made according to Form No. 01 in the Appendix issued together with the Decision No. this Decree: 01 original;
  • Certificate of business registration, Certificate of business registration, Certificate of investment registration: 01 certified true copy;
  • Technical documents describing the goods; documents showing the origin of goods (invoices, bills of lading, contracts,…): 01 copy;
  • The decision approving the scientific research project, the outline of the scientific research project or other documents clearly stating the objectives, contents, expected results and time for carrying out scientific research activities; explanation on the type and quantity of goods to be imported, time limit and measures for handling goods after the scientific research process is completed: 01 original;
  • Other relevant documents (if any).

The procedures

Step 1: Traders submit 01 application file directly or by post to the Ministry of Information and Communications (address: 18 Nguyen Du Street, Hai Ba Trung District, Hanoi City) or through the service portal online publicity of state agencies;

Step 2: In case the trader provides incomplete and incorrect dossiers, within 01 working day, the Ministry of Information and Communications shall issue a notice requesting the modification and supplementation of the dossier;

Step 3: Within 05 working days from the date of receipt of a complete and correct application, the Ministry of Information and Communications shall consider and decide to permit the import of goods on the List of information technology products. Used information is prohibited from being imported for scientific research. In case of refusal, the Ministry of Information and Communications shall reply in writing and clearly state the reason.

In case of necessity, within 02 working days from the day on which the complete and correct application is received, the Ministry of Information and Communications shall send a written consultation to the concerned ministries and ministerial-level agencies; within 05 working days from the date of receipt of the document from the Ministry of Information and Communications, the ministry or ministerial-level agency shall give a written reply. The time for comment collection does not include the time limit for processing the application for a license
