CITES license, CITES certificate is a document issued by the CITES Management Authority of Vietnam for export, import, re-export, internal import specimens of animals and plants specified in the Appendices of the CITES Convention from the sea. The License issued by the CITES Management Authority of Vietnam to export specimens of endangered, precious and rare species of fauna and flora in accordance with the provisions of Vietnamese law, not specified in the CITES Appendices.
Accordingly, Vietnamese law stipulates documents and procedures for applying for a CITES license/certificate in Circular No. 04/2015/TT-BNNPTNT.
Dossier to be prepared
1. Dossier of application for a CITES permit:
a) An application for a CITES Permit or Permit, made according to form No. 01/LN issued together with this Circular;
b) A copy of the commercial contract between the parties concerned;
c) Dossier proving that the specimen has a lawful origin according to current regulations (photocopy and bring the original for comparison; or a certified true copy);
d) A photocopy of the Certificate of Business Registration or Certificate of Business Registration (in case registration is required) or the Certificate of Investment (in the case of a foreign-invested enterprise); identity card or passport for individuals (only submitted when exporting for the first time);
dd) Invoices and documents proving the wood origin as evidences to be handled (photocopy and bring the original for comparison; or a certified copy).
Submission of the Dossier
2. Time for implementation: 10 (ten) working days from the date of receipt of complete and valid dossiers (except for cases where consultation with CITES Scientific Agencies and relevant agencies is required).
In case the application is incomplete, within 03 (three) working days, the CITES Management Authority of Vietnam must notify the organization or individual to complete the application.
In case of having to consult the Vietnam CITES Science Agency and relevant agencies, within 05 (five) working days, the CITES Management Authority of Vietnam must notify the organization or individual of the time and date. This time is not included in the application processing time.
3. Validity of the license: The maximum term of the license is 06 (six) months from the date of issuance.
4. Competent state agency: Vietnam CITES Management Authority
Traders shall submit dossiers at Vietnam CITES Management Authority.
