New regulations on aquatic feed

According to Decree 39/2017/ND-CP, like animal feed, aqua feed must be licensed by the Ministry of Agriculture and Rural Development before being circulated on the market or imported.

However, when the Fisheries Law and its guiding documents came into effect and took effect on January 1, 2019, the regulations related to aqua feed in this Decree were abolished. Accordingly, organizations and individuals producing and trading aqua feeds need to comply with the following requirements:

  1. Being an establishment that has been granted a Certificate of eligibility for aqua feed production
  2. Only produce and trade aqua feed products with ingredients approved by the Ministry of Agriculture and Rural Development
  3. Must provide information on products they produce/import on the National Fisheries Database. Aquatic feed is only allowed to be circulated on the market after being granted a receiving code on this system.
  4. Declaration of conformity for each type of aqua feed must be made according to the respective national technical regulations before being circulated on the market.

Documents required for the procedure of providing information on aqua feed products before being circulated on the market:

Domestically produced aquatic feed products:

  • Product information sheet, product label sample
  • Certificate of eligibility for aqua feed production
  • Test result sheet for testing laboratory designated or recognized by the Ministry of Agriculture and Rural Development
  • Certificate of conformity issued by a regulation conformity certification organization designated or recognized by the Ministry of Agriculture and Rural Development
  • Standard Basis

Imported aquatic feed products:

  • Product information sheet, product label sample
  • Certificate of product quality management system
  • Test result sheet issued by the manufacturer
  • Certificate of conformity issued by a regulation conformity certification organization designated or recognized by the Ministry of Agriculture and Rural Development
  • Standard Basis
  • Certificate of free sale issued by the competent authority of the host country
