Order of implementation

Step 1: Land users, owners of properties attached to land shall submit their applications at the Land Registration Office, the Land Registration Office branch.

Step 2: Land Registration Office, the Land Registration Office branch checks the validity of the dossier.

Step 3: Land Registration Office or Land Registration Office Branch issue certificates.

Composition and number of dossier

Dossier

For non-implementation of the exchange level, it includes:

  • Application for change of certificate (according to form);
  • Originally issued certificate;
  • Copies of contracts for mortgage of land use rights and properties attached to land instead of the original certificate issued in case of issuance of certificates after filling in land plots and measurements of cadastral mapping that the certificate has issued are mortgaged at the credit institution.

In case of simultaneous exchange:

  • Application for change of certificate (according to form) of each household and individual;
  • The original of the issued certificate or a copy of the land use right mortgage contract for the case of land being mortgaged at the credit institution;
  • Written agreement on the conversion of agricultural land use rights of households and individuals;
  • The plan to convert agricultural land use rights of commune-level People’s Committees has been approved by the People’s Committees of districts, districts, towns and provincial cities;
  • Minutes of land delivery according to the plan of “filling the land” (if any).
  • Number of applications: 01 set

Settlement limit time

No more than 10 working days from the date of receipt of valid dossiers; the case of simultaneous exchange for many land users due to map redrawing measurement is no more than 50 days.

  • Circular No. 24/2014/TT-BTNMT dated May 19, 2014 of the Minister of Natural Resources and Environment on cynical dossiers;
  • Decree No. 01/2017/ND-CP dated January 06, 2017 of the Government on amendments and supplements to a number of decrees detailing the implementation of the Land Law;
